The arc was reworked away from the earlier lawkeeper or civil servant concept and instead refocused on reforming the Saints' Shadows from within. The headquarters would gradually be transformed into a proper tavern, while the group's criminal activities would slowly be replaced by legitimate business. At the end of this layer, Kellan would make a final choice, guided by the player: leave St. Stylinson to start a new life elsewhere, or remain and use the Saints' Shadows tavern to help troubled youth onto a cleaner path.
In the latter route, the tavern was intended to become not only a business, but also a community center for lower St. Stylinson. While both endings were designed to feel like the "correct" choice, the ending in which Kellan stayed behind was considered the canon outcome.
Depending on the player's choice, Kellan would either later appear near the Courthouse in [[Ironwood]] for the "start a new life elsewhere" ending, or inside the tavern near the bar for the canon ending, where he would provide players with a repeatable daily quest.
